The League Presidium should be strongly recommended to tour for inspections and to make official visits at different national chapters as often as they can, in order to promote activities and hold the meet i ngs of the different committees of the League there. In this way. it can make sure that each nati on a 1 chapter is op er at i on a 1 and active. The office of the President has to work out the new vision and goals of the League in a SMART way, that is, it must be specific, measurable, attainable, realistic and tangible. Efficiency in decision-making, clarity of policy guidelines and efficient channels of communications must be maintained by the office of the League President, as well as among the regional offices and member chapters. Close communications and cooperations among the different national chapters have to be encouraged and the chapter activity reports must be filed periodically at the office of the WLFD President in Taipei, as well as at the League Secretariat in Seoul. The fundamental issue the World League to face squarely is the question of resource development in assuring the League to develop and stand as an independent self-sustaining worldwide movement. The League Permanent Secretariat often finds itself in a most awkwar d and regretful situation in not being able to extand support to all the request coming from the League member units around the world which deserve our attention and due assistance. In this issue, the report submitted by Mr Bruce Potter from the United States on behalf of the Resource Development Committee undér the chairmanship of Dr. Robert Thompson has a great significance, and I earnestly invite you all to pay special attention to his recomendation and hope to have ample deliberation on the subject during the course of the meeting. In his report, the candidate chapters of hosting any future conferences are required to submit a project plan with programmes and draft budget before the Executive Board twenty month in advance, so that it can be disscussed and decided bv the League Presidum and the Executive Board Meeting in order to allow at least one year and a half for the hosting chapter to prepare. Mr. Chairman and Honourable Members: Last June, the Wor1d Freedom Centre had a special guest in the person of Mr. James L. Tyson from the United States who was sent as a member of the US Congressional Committee making a feasibility study on establishing a "Radio Free Asia", covering the countries of communism and totalitarianism in Asia, such as Mainland China. Vietnam. Laos, Cambodia, and North Korea. in order to help those enslaved nations to regain their freedom and be accesible to the current situation of the world, which was considered essential to lead the m East Europeasn countries for freedom and democracy. I am strongly convinced that the World League can find positive merits in supporting these projects and helping the hopes and causes of those oppressed people in their struggle for freedom and human rights to be achieved at the earliest possible date. Mr . Chairmán, Now. before closing, it is indeed with great admiration and praise to recognise the leadership and contribution made by the energetic teamwork from the office of the League President in Taipei. in assuring this World League Conference to be a great success. Their outstanding competent work in the course of Conference preparation and their generous support in resources are the lasting cornerstones of this great world movement to be a history making as it is today. Once again. I would like to extend my sincere thanks to all of those who have dedicated and shared their efforts in making the Conference a great success. 1. Stages of Development I'hc ROC' Chapter of the WLFD (hereinafter “the Chapter”) is a member unit of WLFD, not only a founding member and sponsor but also an active organization in directing WLFD activities for a long time l)r. T/e chi Chao is currently Chairman of the Chapter. In 1954. President Chiang Kai-shek, President Syngman Rhee and President Hlpidio Quirino of the ROC, the Republic of Korea and the Republic of the Philippines jointly sponsored the founding of an anti­communist organization for the Asian area. The Chapter was founded in Taipei under the name of Asian Anti-Communist League. With a lofty ideal and far reaching purpose, the organization was widely acclaimed. By 1967. it had developed into an international organization and acquired the name of World Anti-Communist league. In 1990, by a resolution adopted at the 22nd WLFD Conference held at Brussels, Belgium, the name was changed to the present name of “World League for Freedom and Democracy“ (WLFD) and consequently, in April 1991. this Chapter changed its name to WLFD ROC Chapter. In 1991. at the 23rd WLFD Conference held at San Jose, Costa Rica, a resolution was passed for the revision of the Charter of the Organization. The revised Charter provides for the establishment of the WLFD with a President. Dr. Tze-chi Chao was elected as the first President of WLFD. 2. Endeavors (1) To cooperate with other WLFD Chapters, in support of the development of the World League for Freedom and Democracy. (2) To unite the free and democratic forces at home and abroad and actively promote the movement for freedom and democracy in the world. (3) To distribute publicity against totalitarianism and dictatorship while exchanging information and experience on the democratic movement with indiv iduals and groups in the Iree countries ol the world. (4) To strengthen cultural exchange and economic cooperation among the free nations and peoples of the world by working with existing WLFD organizations. 3. Organization The Chapter at present has 661 member units, covering national, political-economic, cultural-educational, farming, industrial, commercial, religious, youth, women's and other civic organizations. The General Conference is the source of the highest authority and is convened annually. When in recess, the Board of Directors anil Supervisors exercises authority. The Board consists of 35 Directors, and 11 Alternate Directors who elect from among themselves 11 Standing Directors to compose the Standing Board Committee. T he Chairman following three points. First, in terms of the world trends, we all agree that communism and its system will be abandoned by all mankind. But today there are still a few stub­born communist regimes, who are still able to exist in international society despite the great tide of democracy, delaying the formation of the new world order. Second, the economic growth of the East Asian nations has already surpassed that of the developed nations of the West. Their conditions for success have included the concomitant rise of democratic political systems. But, with Deng Xiaoping refusing to abandon the Four Cardinal Principles, Communist China — relying on its manpower and market economics — has revealed all manner of plots to penetrate into capitalist ranks, hoping to thus relieve the internal crisis and also to gain economic benefits. Recently, it has not stopped at interfering in the efforts of various countries to block nuclear pro­liferation, and tested a nuclear device whose power is 72 times that of the one dropped on Hiroshima, showing that the Chinese Communists have ab­solutely not abandoned their warlike ambitions, thus being a major threat to future peace and harmony. Third, the government of the Republic of China, under the leadership of President Lee Teng-hui, has already set up the Principles for National Re­unification, hoping to expand cooperation with mainland China under the principles of equality, mutual benefit, and goodwill, thus promoting the great task of reunification and looking forward to its gradual realization. However, the Chinese Com­munists do not respect our political sovreignty and international status. They plot not only to cut off our diplomatic channels, and prevent us from buying self­­defense weapons abroad, they continually stress that they will not abandon the use of force to invade Taiwan. These leave deep shadows hanging over the development of relations between the two sides. Thus, I hope that all of the scholars and friends with their deep understanding of Communist China at this conference will, in the limited time available, offer their ideas on the situation in mainland China and on relations between the two sides of the Taiwan Strait, to serve as reference for future policy. Mainland Affairs and Relations Between the Two Sides of the Taiwan Strait — The Conference in Commemoration of the Third Anniversary of the Tienanmen Incident — University President Chang, professors, ladies and gentlemen, Today is the third anniversary of the Tienanmen Square incident. The ROC Chapter of the World League for Freedom and Democracy has invited scholars and democratic activists on both sides of the Taiwan Strait to this conference in Taipei to discuss developments in mainland China and in relations between the two sides. 1 extend a profound welcome and thanks for your attendance here. In these past three years, the world situation has had vast changes, an in particular the Marxist- Leninist communist countries have collapsed one after another. The Soviet Union has become part of history. The force of freedom and democracy has become the trend of the times, leading to a reconstruction of the world order. Faced with these developments, we feel both gratified and concerned. The reasons for concern can be summarized in the WLFD President Dr. Tze-chi Chao joins Former U.S. President Ronald Reagan in an effort to promote World Freedom and Democracy Movement. Page III
