"We are no longer dealing with an insignificant issue that is dear only to the conscience of our fellow citizens of Hungarian descent" jelentette ki Helstoski képviselő (New Jersey) január 28-adiki beszédében a kongresszus előtt (Cong. Rec. House, 528-29 oldal) “The abridgement of the human and civil rights of the 25 million Hungarians in Transylvania can no longer be swept under the rug ... In October 1975... the leaders of the National Council of the Hungarian and German Workers ... openly appealed to the government for an abatement of the present discrimination, and for the restoration of their confiscated cultural properties and schools. They asked for the establishment of a Transylvanian Commission at the Human Rights Commission of the United Nations to enforce the human and civil rights due to them... " Majd rátérve Ceaucescu legutóbbi beszédére, ezeket mondta Helstoski képviselő: "President Ceaucescu went on to attack the 'chauvinist—nationalist concepts and manifestations’ (of the Transylvanian Hungarians and Germans) and he added, in a left-hand compliment to us and to the leaders of the American Hungarian Federation, the Transylvanian World Federation and the American Transylvanian Federation, (and I quote) 'Therefore we must be more active in combating various manifestations of this kind that occur on the international plane, and can reflect on our country (Rumania), in one form or another... ' ”. Goldwater kaliforniai képviselő (Goldwater szenátor fia) hozzá tette ehhez a maga felszólalásában: "In view of the Provisions of the Rumanian Constitution, making ‘chauvinistic—nationalistic agitations’ a crime, and in view of the past practices of the (Rumanian) police, the memorandum (of the Hungarians in Transylvania) :ook great personal courage. It is also notable" mondta a képviselő “that the demands of the memorandum were substancially identical with the areas of concern outlined in our letter to President Ford which I and 38 colleagues signed on July 22 1975, before the President's departure to Bucharest... Rec. page H531, Jan. 29.1976): "First: Freedom of the use of the mother tongue, especially in schools and public agencies. Second: School autonomy on the elementary, secondary and college levels. Third: Equal rights in political cultural and scientific life. Fourth: Constitutional recognition of a Federation of Nationalities as the freely elected representations of the national minorities. Fifth: The return of the confiscated national cultural treasures — museums, archives — where they had been Rumanized. Finally: Establishment of a Transylvanian Commission at the U. N. Human Rights Commission, to ensure the implementation of human rights... " Egy másik felszólalásban (összesen kilenc felszólalás hangzott el 1976 január 28 és február 3 között az erdélyi kérdéssel kapcsolatban) Patten képviselő részletesen ismertette a kongresszussal Dr. Béky püspök Genf-i és Nairobi-i útjait és az ott elért eredményeket.
